The migration activity was started by CBEC from Nov 2016 which after increased deadlines concluded on 30th April 2017.
This doesn’t mean if you miss out on migration during this period you will be penalized. Govt is expected to re-initiate GST migration from 1st June 2017.

Who are required to migrate under GST?
All existing Central Excise and Service Tax assessees and VAT dealers will be migrated to GST.
